Five ais added to EU Annex I

The European Commission has confirmed EU re-registration for the herbicides, bifenox, diflufenican, fenoxaprop-P and quinoclamine, and the fungicide, fenpropidin. The active ingredients will be added to Annex I of the EU agrochemical registration Directive (91/414) on January 1st 2009. They were in the third round of the EU review and received re-registration clearance from the EU regulatory committee earlier this year.
EU member states have until June 30th 2009 to check that existing approvals of products containing these ais comply with the conditions of the Annex I listing and until December 31st 2012 to re-register the products.
For bifenox, member states must take account of operator safety and dietary exposure to residues, and impose risk reduction measures where necessary. In addition, they must request companies to submit further data on residues of bifenox and its metabolite, hydroxyl bifenox acid, and information on the long-term risk to herbivorous mammals. Such data should be submitted within two years of the Annex I listing.
When re-registering diflufenican, member states must ensure the protection of aquatic organisms and non-target plants. For fenoxaprop-P, they must pay particular attention to operator safety, non-target plants, and the persistence of the ai and some of its degradation products in colder zones. Quinoclamine-based products will require risk reduction measures where necessary for the safety of operators, workers, bystanders, aquatic organisms, birds and small mammals.
For fenpropidin, member states must pay attention to operator and worker safety, and the protection of aquatic organisms. In addition, they must request that further information on the long-term risk to herbivorous and insectivorous birds be submitted within two years.
